The Blue Action Collaboration Declaration marks a shared commitment to reframe the ocean — not as a resource to be extracted, but as a living system foundational to climate stability, food security, livelihoods, and collective well-being.

Launched during TPC House at Davos 2026, the Declaration has been endorsed by 15 founding signatories spanning science, capital, innovation, industry, and multilateral platforms — including renowned oceanographer Dr Sylvia Earle, alongside OceanX, Builders Vision, Katapult Ocean, Lloyd’s Register Foundation, the UN Global Compact Ocean Stewardship Coalition, and the World Economic Forum’s Ocean Action Agenda.

Designed as a living ecosystem of collaboration, Blue Action advances place-based, community-anchored blue economy models that restore marine biodiversity, support dignified livelihoods, and align long-term economic value with planetary boundaries.

This is not a binding programme or advocacy pledge. It is a shared articulation of intent — a willingness to explore collaboration in good faith to regenerate ocean systems and sustain life.
